The paper problems like dusting and mottle are really common in offset printing, which causes uneven ink absorption, poor sheet formation and plate being run too dry:

To avoid these, you can:

1. Increase dampening
2. Try different ink
3. Print on the reverse side
4. Add more packing
5. If there is a spare unit on the press, use it to print without water.
